"Here’s a model of how to solve cases such as Josh’s, utilizing the eyes, ears, and resources of the public: Within hours after Brooke Wilberger was reported missing from an apartment across the street from Oregon State University, Corvallis Police Capt. Bob Deutsch publicly announced that police believed Brooke was abducted. ''We don't have someone who would walk off,'' he said. ''We have a very responsible young girl.'' The next day, police stated that Brooke’s disappearance was being treated as an abduction and a major crime investigation, and set up a tip line. Next, police put a 'Newsflash' banner at the top of their home page, appealing for the public’s help in locating Brooke, with links to detailed updates several times daily on progress in the investigation.
