It sounds like they make the same loop, perhaps with regular clients. Which agency/group doesn't need to worry about money (money is no object) -- organized crime/fake organizations that funnel money from illegal or other sources/"clubs" that cater to special interests/the church? Illegal sex trade/human trafficking --
