DoubleDash: Unfortunately, knowledge gained from the field of social psychology would suggest a rather low likelihood of coming forward. Even if this individual were a direct witness of the crime, research shows that there is likely little perceived responsibility for the individual to come forward. This is especially true if there was only one witness and the perpetrator is someone of power. As for individuals who merely have a hypothesis about the perpetrator or simply a "hunch," most are unlikely to come forward until they have what they would consider proof. I would encourage individuals who are familiar with the area to hold on to their hunches and not dismiss them. The human mind has an extraordinary ability to draw accurate conclusions without concerted effort.
