My point is that we do not know which other law enforcement agencies are involved in the investigation. Though the Stearns County Sheriff might seem to be passive in their investigation, we do not know if there is an investigation being conducted by a more clandestine organization. Oftentimes local departments funnel information to a higher law enforcement agency, who then conducts their own investigation. Such is often done to involve more skilled agents as well as to avoid tipping off any potential suspects. If these agencies are involved, it would be unlikely that the layers that you refer to would be able to push them around or strong-arm them.
