The Stearns county Sheriff will stand for re-election in Nov,2006. I don't live in the county and have no axe to grind. There seems to be a lingering question about the efforts of the dept. The std answer is, "we can't comment about an ongoing investigation". That doesn't seem to be the question. The question seems to be, what obstacles are standing in the way of the investigation? Maybe the re-election campaign should be started early with questions to all the likely candidates. He is a public servant. But, at the end of the day, let's not forget he may be truly doing all he can and he may be getting no cooperation. Sounds like you need to know! A long tough election cycle may be needed.
