What ... could be the reason for the current inertia?" It might only be seeming inertia. Maybe the offender has already been identified and investigators are still building a case. Considering that Josh's disappearance is likely linked to Jacob Wetterling's, recall this post a year ago from a KARE-11 TV news report on May 6, 2004: "There is a dramatic change of focus in the Jacob Wetterling case. Investigators are very confident they will finally solve it." ... "There are a few, very specific suspects, and those suspects know who they are, they know they are suspects." ... "Authorities may be on the verge of identifying the man who kidnapped Jacob Wetterling." I heard from a source in the Twin Cities that one suspect is a Wetterling neighbor and the other two live near the Guimond abduction site.
