So it's quite possible we have a perp who has been protected, and while knowledge of his more wicked deeds may not be fully known, what is known is this person is a risk to young men. He spots his prey and plans his attack. He disguises himself, perhaps, so that his identity is not revealed. But if there were witnesses with keen memories, they would recall his face being somewhere in the vicinity of where an abduction took place.
